Remember last city instance you were just in
If I leave a city or town and come back 10 minutes later it shouldn’t put me in a new server (if possible) and I should be in the one I was just in, again (if possible)

Currently, when you enter a public map, the game will search for an existing instance that is not full. A new one is only created if they are all full.
Now if there's more than one existing and not full instance, the oldest one will usually be the one you'll be placed in. We could improve that at some point with your suggestion yes. Or for example, prioritize instances where you have friends or guildmates inside.
We also want to give a tool to manually switch between instances if they are not full. So if you want to meet someone who is in another one, you can.
