Fast (instant) travel between cities

if you want to travel to another city you have two options you either go from the wilds or take the cart.
cart: fast, instant, safe, expensive
wilds: slower, take some time, dangerous, free :)

I prefer if we make it so players can either
1. fast travel to a place they have already been for a high cost depending on distance
2. pay for slow automatic travel to a place you haven't been yet e.g. a horse draw caravan you pay to join that travels at horse drawn speed.
